Born in Dar es Salaam, Tanzania, before being elected to the House, Ratansi worked as a management consultant and a certified general accountant.

During the 39th parliament, Ratansi was elected the chair of the standing committee on the status of Women. Furthermore, she was elected vice-chair of the standing committee on liaison. Prior to this she served as the Official Opposition's Critic for National Revenue. Upon the election of Stéphane Dion as the leader of the Liberal party, she was given the responsibility of becoming a member of the opposition committee, "Canada and the World".
Ratansi was re-elected in the 2008 federal election.
