To submit a request for an article to become part of WikiProject Spoken Wikipedia, just add the following template to the top of the talk page of the relevant article:
{{Spoken Wikipedia request|~~~|REASON}}
Replace "REASON" with a few words explaining why you think someone should make an audio recording of the article. Something like "important subject" will do. For requests related to less than the entire article, see Requests for audio pronunciation.
